This mission took on an expanded commitment in 1988 when the newly chartered Southern Development Bancorporation (now Southern Bancorp) acquired Elk Horn Bank and established it as Arkansas' first community development bank with a goal of spurring growth in rural southern and eastern Arkansas counties where economic vitality is waning.
